Abstract: The paper aims to assess the value of an automated performance management system in public sector organizations in Latvia and to identify which components of the system create more value for employees and for organizations. This study offers empirical evidence for the value of performance management system for employees and organizations indicating IT tool, fairness and constructive feedback as the core elements. If the system is well designed, the tool is easy to use, and it has top-management support, individual supervisors’ skills and attitude is not so important for the overall success in public sector organizations.
